With the new cart-based collection system rolling out in March 2026, there’s a lot of excitement around bin changes-but when it comes to moving, there are a few key rules to know so you don’t take off with something that technically isn’t yours (oops!).
Who Actually Owns the Bins?
Short answer: the Region of Waterloo does.
The carts are assigned to each property, not the homeowner or tenant. That means they are meant to stay with the address, even if you’re the one who’s been wheeling them to the curb for years.

If you're moving out of a home in Waterloo Region, here's your bin checklist:
Leave All Bins Behind
That includes your black garbage cart, green organics cart, and blue and grey boxes.
Yes, even the old-style green bin (pre-cart system) should stay behind if you’re moving before the cart rollout.
Give the New Homeowner a Heads-Up

Don’t Label Bins with Your Name
Since bins are property-specific, avoid writing your name or phone number on them.
